Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Congressional Redistricting, Special was held on Thursday, August 7, 2025, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 9:13 AM. There being a quorum present, the following business was transacted:

The following members arrived after the roll was called: Senator Tan Parker

The Chair made opening remarks.

At 9:18 AM Senator Creighton assumed the chair. 

The chair laid out SB 4 and recognized the author, Senator King, to explain the bill.

Witnesses testifying and registering on the bill are shown on the attached list.

At 11:23 AM Senator Hughes assumed the chair.

At 12:03 PM Senator Creighton resumed the chair.

At 12:22 PM the Chair moved that the committee stand at ease for 5 minutes.

At 12:34 PM the Chair reconvened the meeting.

Witnesses testifying and registering on the bill are shown on the attached list.

There being no further witnesses, public testimony was closed.

Senator Sparks moved that SB 4 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 1 nay, 1 present not voting, and 1 absent.

At 1:37 PM Senator King resumed the chair.

There being no further business, at 1:37 PM Senator Hughes moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
