Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Criminal Justice was held on Wednesday, February 12, 2025, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 8:01 AM. There being a quorum present, the following business was transacted:
Senator Parker moved adoption of the committee rules. There being no objection, it was so ordered.
The chair laid out SB 9, SB 1047, SB 40, SJR 1, SJR 5 and recognized the author, Senator Huffman, to explain the bills and committee substitutes.
Senator Huffman sent up a committee substitute to SJR 1. The chair recognized Senator Huffman to explain the difference between the committee substitute and the senate bill as filed.
Senator Parker moved the adoption of the committee substitute; without objection, it was so ordered.
Senator Huffman explained SJR 5.
Senator Huffman explained SB 9.
Senator Huffman sent up a committee substitute to SB 9. The chair recognized Senator Huffman to explain the difference between the committee substitute and the senate bill as filed.
Senator King moved the adoption of the committee substitute; without objection, it was so ordered.
Senator Huffman explained SB 1047.
Senator Huffman explained SB 40.
The chair called the following invited witnesses to provide testimony on SJR 1, SJR 5, SB 9, SB 1047, and SB40 (See attached list).
Public witnesses testifying and registering on SB 9 are shown on the attached list.
The chair moved that the public testimony on SB 9 be closed; without objection, it was so ordered.

The chair moved that the public testimony on SB 1047 be closed; without objection, it was so ordered.
Public witnesses testifying and registering on SB 40 are shown on the attached list.
The chair moved that the public testimony on SB 40 be closed; without objection, it was so ordered.
Public witnesses testifying and registering on SJR 1 are shown on the attached list.
At 10:50 AM Senator Flores moved that the Committee stand recessed without objection, it was so ordered.
At 12:31 PM Senator Flores reconvened the meeting.
At 12:35 a quorum was reestablished
The chair moved that the public testimony on SJR 1 be closed; without objection, it was so ordered.

The chair moved that the public testimony on SJR 5 be closed; without objection, it was so ordered.
Senator Huffman moved that SB 9 do not pass but that CSSB 9 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.
Senator Huffman moved that SB 1047 be left pending; without objection, it was so ordered.
Senator Huffman moved that SB 40 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.
Senator Huffman moved that SJR 1 do not pass but that CSSJR 1 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent. be reported back to the Senate with the recommendation that it do pass and be printed.
Senator Huffman moved that SJR 5 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.
There being no further business, at 12:58 PM Senator Parker moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
