Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Natural Resources was held on Wednesday, February 26, 2025, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 8:00 AM. The following business was transacted. A quorum was established at 8:01 AM.

The following members arrived after the roll was called:

The chair welcomed the members of the Senate Committee on Natural Resources, introduced committee staff, and recognized the members of the Committee to introduce their staff and make opening remarks.

Dean Zaffirini moved adoption of the committee rules. There being no objection, it was so ordered.

The chair called the following agency and industry representatives to provide invited testimony: the Texas General Land Office, Railroad Commission of Texas, Texas Commission on Environmental Quality, Texas Association of Manufacturers, Texas Alliance of Energy Producers, Texas Oil and Gas Association. (See attached witness list.)

There being no further business, at 9:25 AM Senator Birdwell moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
