Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Local Government was held on Tuesday, May 6, 2025, in the Betty King Committee Room at Austin, Texas.

Senator Middleton called the meeting to order at 4:19 PM. There being a quorum present, the following business was transacted:

 

The chair laid out as a matter of pending business SB 2519.

Senator Paxton moved that SB 2519 be reported favorably to the Senate with the

recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 2

nays, 0 present not voting, and 1 absent.

 

The chair laid out as a matter of pending business SB 2522.
Senator Paxton sent up a committee substitute.
The chair recognized Senator Bettencourt to explain the difference between the committee

substitute and the senate bill as filed.

Senator Nichols moved the adoption of the committee substitute; without objection, it was so

ordered.

Senator Nichols moved that SB 2522 do not pass but that CSSB 2522 be reported back to the

Senate with the recommendation that it do pass and be printed. The motion carried with a record

vote of 4 ayes, 3 nays, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SB 2639.

Senator Paxton sent up a committee substitute.

The chair recognized Senator Bettencourt to explain the difference between the committee

substitute and the senate bill as filed.

Senator Nichols moved the adoption of the committee substitute; without objection, it was so

ordered.

Senator Nichols moved that SB 2639 do not pass but that CSSB 2639 be reported back to the

Senate with the recommendation that it do pass and be printed. The motion carried with a record

vote of 5 ayes, 2 nays, 0 present not voting, and 0 absent.

 

At 4:23 PM Senator Bettencourt assumed the chair.

 

The chair laid out as a matter of pending business SB 2137.

Senator Gutierrez moved that SB 2137 be reported favorably to the Senate with the

recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0

nays, 0 present not voting, and 0 absent.

Senator Nichols moved that the bill be recommended for placement on the Local & Uncontested

Calendar; without objection, it was so ordered.

Senator West sent up a committee substitute.

The chair recognized Senator Cook to explain the difference between the committee

substitute and the senate bill as filed.

ordered.

Senate with the recommendation that it do pass and be printed. The motion carried with a record

Senator Cook moved the adoption of the committee substitute; without objection, it was so

ordered.

Senate with the recommendation that it do pass and be printed. The motion carried with a record

vote of 6 ayes, 1 nays, 0 present not voting, and 0 absent.

Senator Middleton moved the adoption of the committee substitute; without objection, it was so

ordered.

Senator Middleton moved that SB 2553 do not pass but that CSSB 2553 be reported back to the

Senate with the recommendation that it do pass and be printed. The motion carried with a record

vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator Nichols moved that the bill be recommended for placement on the Local & Uncontested

Calendar; without objection, it was so ordered.

Senator Gutierrez moved the adoption of the committee substitute; without objection, it was so

ordered.

Senator Gutierrez moved that SB 2764 do not pass but that CSSB 2764 be reported back to the

Senate with the recommendation that it do pass and be printed. The motion carried with a record

vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator Paxton moved that the bill be recommended for placement on the Local & Uncontested

Calendar; without objection, it was so ordered.

 

There being no further business, at 4:35 PM Senator Bettencourt moved that the Committee
