Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Jurisprudence was held on Wednesday, April 9, 2025, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 9:20 AM.

 

The following members arrived after the roll was called: Senator Creighton, Senator Hinojosa, Senator Johnson, and Senator Middleton.

 

Upon the arrival of Senator Middleton a quorum was present. There being a quorum present the following business was transacted:

 

The chair laid out SB 1335 and recognized the author, Senator Zaffirini, to explain the bill. Senator Hughes sent up a committee substitute.  The chair recognized Senator Zaffirini to explain the difference between the committee substitute and the senate bill as filed. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Hughes moved that SB 1335 be left pending; without objection, it was so ordered.

 

The chair laid out SB 1760 and recognized the author, Senator Zaffirini, to explain the bill. Witnesses registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Hughes moved that SB 1760 be left pending; without objection, it was so ordered.

 

The chair laid out SB 2127 and recognized the author, Senator Zaffirini, to explain the bill. Witnesses registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Hughes moved that SB 2127 be left pending; without objection, it was so ordered.

 

The chair laid out SB 302 and recognized the author, Senator Perry, to explain the bill. Witnesses registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Hughes moved that SB 302 be left pending; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 2052 and recognized the author, Senator Birdwell. Senator Hughes sent up a committee substitute.  The chair recognized Senator Birdwell to explain the difference between the committee substitute and the senate bill as filed. Public testimony was opened on SB 2052. No witnesses registered or testified on the bill. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Hughes moved that SB 2052 be left pending; without objection, it was so ordered.

 

At 9:33 AM Senator Creighton assumed the chair.

 

The chair laid out SB 1734 and recognized Senator Hughes, in the absence of the author, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Creighton moved that SB 1734 be left pending; without objection, it was so ordered.

 

The chair laid out SB 1975 and recognized Senator Hughes, in the absence of the author, to explain the bill. Witnesses registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Creighton moved that SB 1975 be left pending; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 1940 and recognized the author, Senator Hughes. Senator Creighton sent up a committee substitute.  The chair recognized Senator Hughes to explain the difference between the committee substitute and the senate bill as filed.  Senator Johnson moved the adoption of the committee substitute; without objection, it was so ordered. Senator Creighton moved that SB 1940 be left pending; without objection, it was so ordered.

 

At 9:49 AM Senator Hughes resumed the chair.

 

There being no further business, at 9:49 AM Senator Hughes moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.

 

Upon the adoption of the suspension of Senate Rules 11.10 and 11.18, Senator Hughes reconvened the Senate Committee on Jurisprudence at 3:03 PM at his desk in the Senate Chamber.

 

The chair laid out as a matter of pending business SB 2052 and recognized the author, Senator Birdwell. Senator Creighton moved the adoption of the committee substitute; without objection, it was so ordered. Senator Creighton moved that SB 2052 do not pass but that CSSB 2052 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Creighton moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 1335 and recognized the author, Senator Zaffirini. Senator Hinojosa moved the adoption of the committee substitute; without objection, it was so ordered. Senator Hughes moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Middleton submitted a Motion In Writing voting aye on the following bills: SB 1335, SB 1734, SB 1760, SB 1940, SB 1975, SB 2052, and SB 2127.

 

At 3:09 PM Senator Hughes resumed the chair.
