Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Jurisprudence was held on Thursday, March 20, 2025, at Senator Hughes' Desk.

The chair called the meeting to order at 11:58 AM. There being a quorum present, the following business was transacted:

 

The posting rule, Senate Rule 11.10 and 11.18, was suspended to hear the following bill(s): SB 711, SB 746, SB 942, SB 1403, SB 1404, SB 1448, and SB 1536. 

 

The following members arrived after the roll was called: Senator Johnson.

 

The chair laid out as a matter of pending business SB 746 and recognized the author, Senator Zaffirini. Senator Hinojosa moved the adoption of the committee substitute; without objection, it was so ordered. Senator Hinojosa moved that SB 746 do not pass but that CSSB 746 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Hinojosa moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 1403 and recognized the author, Senator West, to explain the bill. Senator Johnson moved the adoption of the committee substitute; without objection, it was so ordered. Senator Johnson moved that SB 1403 do not pass but that CSSB 1403 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Johnson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Creighton moved the adoption of the committee substitute; without objection, it was so ordered. Senator Creighton moved that SB 1404 do not pass but that CSSB 1404 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Creighton moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Middleton moved the adoption of the committee substitute; without objection, it was so ordered. Senator Middleton moved that SB 1536 do not pass but that CSSB 1536 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Middleton moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
