Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education K-16 was held on Monday, May 26, 2025, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 12:05 AM. There being a quorum present, the following business was transacted:

 

The chair laid out as a matter of pending business HB 121.

 

Senator Parker moved that HB 121 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business HB 1105.

 

Senator Menéndez moved that HB 1105 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 1 nay, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business HB 1178.

 

Senator Parker moved that HB 1178 do not pass but that CSHB 1178 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator King moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HB 1211.

 

Senator King moved that HB 1211 do not pass but that CSHB 1211 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator West moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HB 3372.

 

Senator King moved that HB 3372 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 3 nays, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business HB 4623 and recognized the Senate sponsor, Senator Paxton, to explain the bill.

 

Senator Bettencourt sent up a committee substitute.  The chair recognized Senator Paxton to explain the difference between the committee substitute and the house bill as engrossed.  Senator Parker moved the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Bettencourt moved that HB 4623 do not pass but that CSHB 4623 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business HB 367.

 

Senator King moved that HB 367 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Campbell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Campbell assumed the chair.

 

The chair laid out as a matter of pending business HB 5294 and recognized the Senate sponsor, Senator Creighton, to explain the bill.

Senator Creighton resumed the chair.

 

There being no further business, at 12:49 AM Senator Middleton moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
