Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Economic Development was held on Monday, March 10, 2025, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 2:08 PM. There being a quorum present, the following business was transacted:
Senator Sparks moved adoption of the committee rules. There being no objection, it was so ordered.
The chair laid out SCR 12 and recognized the author, Senator Hinojosa, Adam, to explain the bill.
Witnesses registering on the bill is shown on the attached list
Senator King moved that SCR 12 be left pending; without objection, it was so ordered.
The chair laid out SB 856 and recognized the author, Senator Flores, to explain the bill.
Witnesses testifying and registering on the bill are shown on the attached list.
There being no further witnesses on SB 856, public testimony was closed.
Senator King moved that SB 856 be left pending; without objection, it was so ordered.
The chair laid out SB 217 and recognized the author, Senator West, to explain the bill.
The chair laid out SB 586 and recognized the author, Senator West, to explain the bill.

There being no further witnesses on SB 217 and SB 586, public testimony was closed.
Senator King moved that SB 217 and SB 586 be left pending; without objection, it was so ordered.
At 2:27 PM Senator Sparks assumed the chair.
The chair laid out SCR 24 and recognized the author, Senator King, to explain the bill.
Witnesses testifying and registering on the bill are shown on the attached list.
There being no further witnesses on SCR 24, public testimony was closed.
Senator Sparks moved that SCR 24 be left pending; without objection, it was so ordered.
At 2:57 PM Senator King resumed the chair.
At 2:58 PM Senator King stated that the Committee stand temporarily at ease.
At 3:05 PM Senator Sparks assumed the chair and resumed the meeting.
The chair laid out SB 14 and recognized the author, Senator King, to explain the bill.
Witnesses testifying and registering on the bill are shown on the attached list.
There being no further testimony on SB 14, public testimony was closed.
Senator King moved that SB 14 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 0 nays, 2 present not voting, and 0 absent.
At 4:43 PM Senator King resumed the chair.
There being no further business, at 4:44 PM Senator King moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
