Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Border Security was held on Thursday, April 3, 2025, in the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 9:00 AM. There being a quorum present, the following business was transacted:

 

At 9:03 AM Senator Flores assumed the chair.

 

The chair laid out SB 36 and recognized the author, Senator Parker, to explain the bill.

 

Senator Adam Hinojosa sent up a committee substitute.  The chair recognized Senator Parker to explain the difference between the committee substitute and the senate bill as filed. 

 

At 9:14 AM Senator Birdwell resumed the chair.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Birdwell moved that SB 36 be left pending; without objection, it was so ordered.

 

 

At 9:53 AM Senator Flores assumed the chair.

 

The chair laid out as a matter of pending business SB 825. Senator Birdwell sent up a committee substitute. The chair recognized Senator Birdwell, in the absence of the author, to explain the committee substitute.

 

Senator Flores moved that SB 825 be left pending; without objection, it was so ordered.

 

At 9:55 AM Senator Birdwell resumed the chair.

 

At 9:56 AM, the chair moved that the committee stand recessed until 30 minutes upon adjournment. Without objection, it was so ordered.

 

At 2:03 PM Senator Birdwell reconvened the meeting. 

 

At 2:04 PM Senator Flores assumed the chair.

 

The chair laid out SB 2202 and recognized the author, Senator Birdwell, to explain the bill.

 

Senator Birdwell sent up a committee substitute.  The chair recognized Senator Birdwell to explain the difference between the committee substitute and the senate bill as filed.

Senator Flores moved that SB 2202 be left pending; without objection, it was so ordered.

 

At 2:24 PM Senator Birdwell resumed the chair.

 

 

 

 

 

 

The chair laid out as a matter of pending business CSSB 36 by Senator Parker.

 

Senator Adam Hinojosa sent up CSSB 36 earlier today. Senator Adam Hinojosa then moved that the committee substitute be adopted; without objection, it was so ordered. 

 

Senator Adam Hinojosa moved that SB 36 do not pass but that CSSB 36 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Adam Hinojosa moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

 

There being no further business, at 2:27 PM Senator Birdwell moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
