Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Monday, April 28, 2025, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 9:00 AM. There being a quorum present, the following business was transacted:

 

The chair laid out as a matter of pending business HCR 64, in lieu of SCR 23.

 

Senator Kolkhorst moved that HCR 64 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Kolkhorst moved that the bill be recommended for placement on the May 1, 2025 Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out SCR 3 and recognized the author, Senator Flores, to explain the bill.

 

No witnesses registered or testified on the bill.

 

Senator Kolkhorst moved that SCR 3 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

At 9:17 AM, the Chair announced that the committee would stand at ease.

The chair laid out HCR 35 and recognized the Senate sponsor, Senator Adam Hinojosa, to explain the bill.

Senator Hinojosa moved that the bill be recommended for placement on the May 1, 2025 Local & Uncontested Calendar; without objection, it was so ordered. 9
