Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Monday, April 14, 2025, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 9:43 AM. There being a quorum present, the following business was transacted:
The chair laid out SB 2053 and recognized Senator Hinojosa, in the absence of the author, to explain the bill.
No witnesses registered or testified on the bill.
Senator Hinojosa moved that SB 2053 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Hinojosa moved that the bill be recommended for placement on the Local & Uncontested Calendar on April 16th, 2025; without objection, it was so ordered.
The chair laid out SCR 29 and recognized the author, Senator Blanco, to explain the bill.
Witnesses testifying and registering on the bill are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Kolkhorst moved that SCR 29 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.
The chair laid out SCR 19 and recognized the author, Senator Parker, to explain the bill.

The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Hall moved that SCR 19 be left pending; without objection, it was so ordered.
The chair laid out SCR 23 and recognized the author, Senator Parker, to explain the bill.

The chair laid out the recommended list of bills for placement of the Local and Uncontested Calendar to be held on April 16, 2025.
Senator Hinojosa moved that the list of bills recommended for placement on the Local & Uncontested Calendar to be held on April 16, 2025, with the exceptions of SB 1124 and SB 1506, be certified. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.
There being no further business, at 10:11 AM Senator Hall moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
