Pursuant to an announcement from the house floor on August 25, 2025, and permission granted on August 20, 2025 and August 25, 2025, to meet while the House was in session, the House Committee on State Affairs met in a formal meeting and was called to order by the chair, Representative King, at 7:00 p.m.

The initial quorum call was answered as follows: Representatives King; Hernandez; Anchía; Darby; Geren; Guillen; Hull; McQueeney; Metcalf; Raymond; Smithee; and Turner.

A quorum was present.

HB 7

The chair laid out HB 7 as pending business.

The chair offered a complete committee substitute.

The committee substitute was adopted without objection.

The chair moved that HB 7, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

Nays:                           Representatives Hernandez; Anchía; Raymond; Turner (4).

The chair laid out SB 8 as pending business.

Representative Raymond offered an amendment to the measure.

The amendment failed by the following record vote:

Nays:                           Representatives King; Darby; Geren; Guillen; Hull; McQueeney; Metcalf; Smithee (8).

Present, Not Voting:   None (0).

The chair moved that SB 8, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

Nays:                           Representatives Hernandez; Anchía; Turner (3).

At 7:09 p.m., on the motion of the chair and without objection, the meeting was adjourned subject to the call of the chair.
