Pursuant to a notice posted on August 20, 2025, and permission granted on August 20, 2025, to meet while the House was in session, the House Committee on Natural Resources met in a public hearing and was called to order by the chair, Representative Harris, at 2:04 p.m.

The initial quorum call was answered as follows: Representatives Harris; Martinez; Ashby; Barry; Bell, Cecil; Fairly; Gámez; González, Mary; Romero; Villalobos; and Zwiener.

A quorum was present.

The chair gave opening remarks.

The chair recognized Representative Ashby to provide opening remarks.

The committee substitute was adopted without objection.

The chair moved that HB 27, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
