Pursuant to an announcement from the house floor on August 25, 2025, and permission granted on August 25, 2025, to meet while the House was in session, the House Committee on Intergovernmental Affairs met in a formal meeting and was called to order by the chair, Representative Bell, Cecil, at 1:40 p.m.

The initial quorum call was answered as follows: Representatives Bell, Cecil; Cole; Garcia Hernandez, Cassandra; Leo Wilson; Lowe; Luther; Rosenthal; and Spiller.

A quorum was present.

The chair moved to reconsider the vote by which the measure was reported from committee.  The motion to reconsider prevailed without objection.

The chair offered a complete committee substitute.

The committee substitute was adopted without objection.

The chair moved that HB 26, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

The chair offered a complete committee substitute.

The committee substitute was adopted without objection.

The chair moved that HB 192, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
