Pursuant to an announcement from the house floor on May 14, 2025, and permission granted on May 14, 2025, to meet while the House was in session, the House Committee on Environmental Regulation met in a formal meeting and was called to order by the chair, Representative Landgraf, at 4:03 p.m.

The initial quorum call was answered as follows: Representatives Landgraf; Ordaz; Bell, Keith; Bumgarner; and Toth.

Representative Bell, Keith offered a complete committee substitute.

The committee substitute was adopted without objection.

Representative Bell, Keith moved that SB 2321, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

Nays:                           None (0).
