Pursuant to an announcement from the house floor on May 20, 2025, and permission granted on May 20, 2025, to meet while the House was in session, the House Committee on Energy Resources met in a formal meeting and was called to order by the chair, Representative Darby, at 1:30 p.m.

The initial quorum call was answered as follows: Representatives Darby; Morales, Eddie; Craddick; Dyson; Garcia, Josey; Gates; Gerdes; Guerra; Reynolds; and Rosenthal.

A quorum was present.

SB 290

The chair laid out SB 290 as pending business.

The chair moved that SB 290, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

Ayes:                           Representatives Darby; Morales, Eddie; Craddick; Dyson; Garcia, Josey; Gates; Gerdes; Guerra; Reynolds; Rosenthal (10).

Nays:                           None (0).

Present, Not Voting:   None (0).

Absent:                        Representative Dean (1).

SB 2949

The chair laid out SB 2949 as pending business.

The chair offered a complete committee substitute.

The chair recognized Representative Morales, Eddie to explain the committee substitute to SB 2949.

The committee substitute was adopted without objection.

The chair moved that SB 2949, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

Ayes:                           Representatives Darby; Morales, Eddie; Dyson; Garcia, Josey; Gates; Gerdes; Guerra; Reynolds; Rosenthal (9).

Nays:                           Representative Craddick (1).

Present, Not Voting:   None (0).

At 1:40 p.m., on the motion of the chair and without objection, the meeting was adjourned subject to the call of the chair.
