Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Business & Commerce was held on Monday, April 3, 2023, in the Betty King Committee Room at Austin, Texas.

The Chair called the meeting to order at 9:12 AM. There being a quorum present, the following business was transacted:
Senator King assumed the chair.
The Chair laid out CSSB 6 by Senator Schwertner as a matter of pending business. Senator
Schwertner moved to withdraw the previous committee substitute that was considered at the March 23, 2023 Hearing. Without objection, it was so ordered. Senator Schwertner sent up a new
committee substitute to SB 6. The Chair recognized the author to explain the difference between the committee substitute and the bill as filed. Senator Schwertner moved adoption of the committee substitute; without objection, it was so ordered. Senator Schwertner moved that SB
6 do not pass but the committee substitute do pass and be printed. The motion carried with a
record vote of 8 ayes, 0 nays, 3 present not voting, and 0 absent.
The Chair laid out CSJR 1 by Senator Schwertner as a matter of pending business. Senator
Schwertner moved adoption of the committee substitute; without objection, it was so ordered.
Senator Schwertner moved that CSJR 1 do not pass but the committee substitute do pass and be
printed. The motion carried with a record vote of 8 ayes, 0 nays, 3 present not voting, and 0
absent.
The Chair laid out CSSB 7 by Senator Schwertner as a matter of pending business. Senator
Schwertner moved to withdraw the previous committee substitute that was considered at the March 23, 2023 Hearing. Without objection, it was so ordered. Senator Schwertner sent up a new committee substitute to SB 7. The Chair recognized the author to explain the difference between the committee substitute and the bill as filed. Senator Schwertner moved adoption of the committee substitute; without objection, it was so ordered. Senator Schwertner moved that SB
2012 do not pass but the committee substitute do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Schwertner resumed the chair.
There being no further business, at 9:42 AM, the Chair moved that the Committee stand recessed
subject to the call of the chair. Without objection, it was so ordered.
