Pursuant to an announcement from the house floor on May 8, 2023, and permission granted on May 8, 2023, to meet while the House was in session, the House Committee on State Affairs met in a formal meeting and was called to order by the chair, Representative Hunter, at 5:00 p.m.

 

The initial quorum call was answered as follows: Representatives Hunter; Dean; Guillen; Metcalf; Raymond; Slawson; and Thompson, Senfronia.

 

A quorum was present.

 


 

HB 854

 

The chair laid out HB 854 as pending business.

 

Representative Guillen offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Dean moved that HB 854, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars.  The motion prevailed by the following record vote:

 

Ayes:                           Representatives Hunter; Dean; Guillen; Metcalf; Raymond; Slawson; Thompson, Senfronia (7).

 

Nays:                           None (0).

 

Present, Not Voting:   None (0).

HB 1068

 

The chair laid out HB 1068 as pending business.

 

Representative Metcalf moved that HB 1068, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars.  The motion failed by the following record vote:

 

Ayes:                           Representatives Hunter; Dean; Guillen; Metcalf; Raymond; Slawson (6).

 

Nays:                           None (0).

 

Present, Not Voting:   Representative Thompson, Senfronia (1).

 

Absent:                        Representatives Hernandez; Anchía; Geren; Smithee; Spiller; Turner (6).

 

HB 4542

 

The chair laid out HB 4542.

 

Representative Guillen moved that HB 4542, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed and be sent to the Committee on Local and Consent Calendars.  The motion prevailed by the following record vote:
