Pursuant to a notice posted on May 16, 2019, the House Committee on State Affairs met in a formal meeting and was called to order by the chair, Representative Phelan, at 8:45 a.m.

 

The initial quorum call was answered as follows: Representatives Phelan; Deshotel; Guerra; Harless; Holland; Hunter; King, Phil; Parker; Raymond; Rodriguez; Smithee; and Springer.

 

A quorum was present.

 


 

SB 59

 

The chair laid out SB 59 as pending business.

 

Representative Holland offered a complete committee substitute.

 

The committee substitute was adopted without objection.

 

Representative Holland moved that SB 59, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

The chair laid out SB 808, the companion to HB 1752.

 

Representative Harless moved that SB 808, without amendments, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
