Pursuant to a notice posted on December 19, 2019, the House Committee on Insurance met in a public hearing and was called to order by the chair, Representative Lucio III, at 10:02 a.m.


The initial quorum call was answered as follows: Representatives Lucio III; Oliverson; Bonnen, Greg; Davis, Sarah; Johnson, Julie; Lambert; Paul; and Turner, Chris.


A quorum was present.



The committee met at the Saltwater Pavilion located at 210 Seabreeze Dr., Rockport, TX 78382.


Representative Morrison, Representative Hunter, Representative Herrero, Representative Middleton were also in attendance.


Interim Field Hearing on TWIA Monitoring Charge


The committee heard testimony based on the following interim charge:


Monitor the agencies and programs under the Committee's jurisdiction and oversee the implementation of relevant legislation passed by the 86th Legislature. Conduct active oversight of all associated rulemaking and other governmental actions taken to ensure intended legislative outcome of all legislation, including the following:


         HB 1900, which amends the Texas Windstorm Insurance Association (TWIA)operations and funding practices. Review the rulemaking process by the Texas Department of Insurance (TDI) and the adoption of an updated plan of operation by TWIA. Monitor whether the purchase of reinsurance has increased or declined and determine whether this provision of the legislation has had any impact on premium rates. Monitor the appointment and work of the Legislative Funding and Funding Structure Oversight board.


The committee heard invited testimony from the Texas Windstorm Insurance Association.
