The committee will meet to hear invited and public testimony on the following:

Study the structure and duties of the two appointed Pilots Board; ensure there is a balance of representation on the boards of pilot commissioners.

Study the structure and duties of the Port Authority Advisory Committee [PAAC]; ensure a balance of representation among all ports. 

Study if Public-Private Partnerships is viable tool for financing cost efficient improvements to Texas' port infrastructure.
