R E S O L U T I O N
         WHEREAS, Robert R. Owen is retiring as managing director of
  regulation and legislation for the Texas Society of Certified
  Public Accountants in 2017, drawing to a close nearly two decades of
  exemplary service; and
         WHEREAS, Bob Owen earned a bachelor of business
  administration degree from Southern Methodist University in 1961
  and began his career in accounting with the CPA firm Alford,
  Meroney, and Company, where he was named a partner in 1969 and later
  took on the role of managing partner; and
         WHEREAS, Following the firm's merger with Arthur Young and
  Company in 1980, Mr. Owen served as deputy regional managing
  partner for the Southwest region, and he went on to be appointed
  national director of Entrepreneurial Services in 1983 and national
  director of Industry Services in 1986; he retained his position
  when the company merged with Ernst and Whinney in 1989 to form Ernst
  and Young, where he continued to carry out his duties with
  distinction until his retirement in 1998; and
         WHEREAS, That same year, Mr. Owen became managing director of
  regulation and legislation at TSCPA, having previously served the
  organization as chair and as a member of six executive committees;
  during his notable tenure, he was instrumental in guiding the
  association through major updates to the Texas Public Accountancy
  Act, completing the Texas Sunset Advisory Commission review for
  TPAA, and attaining Self-Directed Semi-Independent Agency status
  for the Texas State Board of Public Accountancy; in recognition of
  his outstanding efforts, TSCPA named him an honorary fellow and
  presented him with Meritorious Service to the Accounting Profession
  in Texas and Distinguished Public Service awards; and
         WHEREAS, This esteemed Texan has further benefited his
  profession through his involvement with the American Institute of
  Certified Public Accountants; he was a member of its Governing
  Council for two terms, and he has held a seat on several other AICPA
  committees, including the Uniform Accountancy Act Committee; and
         WHEREAS, Bob Owen has rendered exceptional service to TSCPA
  and garnered the respect and admiration of his colleagues across
  the state, and he may indeed reflect with pride on his record of
  achievement as he embarks on the next exciting chapter of his life;
  now, therefore, be it
         RESOLVED, That the House of Representatives of the 85th Texas
  Legislature hereby congratulate Robert R. Owen on his retirement as
  managing director of regulation and legislation for the Texas
  Society of Certified Public Accountants and extend to him sincere
  best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Owen as an expression of high regard by the Texas
  House of Representatives.
