Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Thursday, May 19, 2016, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 9:03 AM. The following business was transacted:


The chair made opening remarks, including reading a statement provided by Senator Campbell.


The chair laid out interim Committee charge 1: Identify areas of concern in regards to statutory extraterritorial jurisdiction expansion and the processes used by municipalities for annexation, specifically reviewing whether existing statute strikes the appropriate balance between safeguarding private property rights and encouraging orderly growth and economic development. Make recommendations for legislative action, if necessary.


A quorum was present at 9:34 AM.


Invited testimony was heard. Witnesses testifying and registering are shown on the attached list.


Senator Nichols assumed the chair.


Senator Lucio resumed the chair.


The chair moved that invited testimony be closed.

The chair moved that public testimony be closed.


There being no further business, at 12:41 PM Senator Nichols moved that the Committee stand recessed subject to the call of the chair.  Without objection, it was so ordered.
