Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Veteran Affairs & Military Installations was held on Wednesday, May 8, 2013, in the Betty King Committee Room at Austin, Texas.

Senator Brian Birdwell, the acting chair, called the meeting to order at 2:20 PM. There being a quorum present, the following business was transacted:
The Chair requested a moment of silence in honor of Senator Van de Putte and the loss of her grandson Rex Neal Van de Putte.
The Chair recognized Matthew Birdwell, Intern from Texas Military Preparedness Commission’s Office, to recite the United States Pledge of Allegiance and the Pledge of Allegiance to the Flag of Texas.
Senator Davis moved adoption of the minutes from the previous hearings held on March 27, 2013, April 3, 2013, April 10, 2013, April 11, 2013, April 17, 2013, and April 18, 2013; without objection, it was so ordered.
The chair laid out HB 1960 and recognized the Senate sponsor, Senator Campbell, to explain the bill.
Senator Campbell sent up a committee substitute; the chair recognized Senator Campbell to explain the difference between the committee substitute and the house bill as engrossed. Senator Birdwell moved committee substitute be left pending; without objection, it was so ordered.
At 2:29 PM Senator Davis assumed the chair.
The chair laid out HB 402 and recognized the Senate sponsor, Senator Birdwell, to explain the bill.
