Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Administration was held on Monday, April 22, 2013, in the E1.714.

The chair called the meeting to order at 11:01 AM. There being a quorum present, the following business was transacted:
The chair laid out the list of bills recommended for placement on the Local and Uncontested Calendar to be held on April 25, 2013, at 8:00 AM. The committee recommended the removal of SB 433, SB 722, SB 1052, SB 1061 and SB 1727.
Senator Uresti moved that the list of bills recommended for placement on the Local and Uncontested Calendar to be held on April 25, 2013, at 8:00 AM be certified. The motion carried with a vote of 6 ayes, 0 nays, 1 absent, and 0 present not voting.
The chair laid out as a matter of pending business SB 1871. Senator Whitmire sent up a committee substitute; the chair recognized Senator Estes to explain the difference between the committee substitute and the senate bill as filed. Senator Eltife moved committee substitute be left pending to await a quorum; without objection, it was so ordered. SB 1871 was left pending.
The chair laid out HB 701 and recognized the Senate sponsor, Senator Schwertner, to explain the bill. HB 701 was left pending.
The chair laid out HB 893 and recognized the Senate sponsor, Senator Hancock, to explain the bill. Senator Hancock explained committee amendment number 1. HB 893 was left pending.
The chair laid out HB 174 and recognized Senator Whitmire, in the absence of the Senate sponsor, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. HB 174 was left pending.
Senator Hancock assumed the chair.
The chair laid out HB 2035 and recognized the Senate sponsor, Senator Eltife, to explain the bill.

There being no further business, at 11:25 AM Senator Eltife moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
At 7:44 PM Senator Eltife reconvened the meeting at his desk.

The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent. Senator Whitmire moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Hancock requested unanimous consent to incorporate the amendment into a committee substitute; without objection, it was so ordered. Senator Hancock then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Hancock moved that HB 893 do not pass but that CSHB 893 be reported back to the Senate with the recommendation that it do pass and be printed. Senator Hancock moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Uresti moved adoption of the committee substitute; without objection, it was so ordered. Senator Uresti moved that SB 1871 do not pass but that CSSB 1871 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 3 absent. Senator Uresti moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

The chair announced the removal of SB 439, SB 1274, and SB 1341 at the authors’ request.
There being no further business, at 7:47 PM Senator Eltife moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
