Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on International Relations & Trade was held on Saturday, May 21, 2011, at Senator Lucio, Jr.'s Desk.

The chair called the meeting to order at 4:30 PM. There being a quorum present, the following business was transacted:

The posting rule, Senate Rule 11.10 and 11.18, was suspended to hear the following bill(s):

HB 3864

Senator Rodriguez moved adoption of the minutes from the previous hearing held on May 20, 2011; without objection, it was so ordered.

The chair laid out HB 3864 and recognized the Senate sponsor, Senator Deuell, to explain the bill.

Senator Rodriguez moved that HB 3864 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent.

There being no further business, at 4:32 PM Senator Lucio, Jr. moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
