Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on
International Relations & Trade was held on Monday, May 9, 2011, in the
Capitol Extension, Room E1.016, at Austin, Texas.

Senator Wendy Davis, the acting chair, called the
meeting to order at 10:04 AM.
The chair laid out HB 1254 and recognized the Senate
sponsor, Senator Rodriguez, to explain the bill.
Senator Davis moved that HB 1254 be left pending to
await a quorum; without objection, it was so ordered.
The chair laid out HB 2002 and recognized the Senate
sponsor, Senator Rodriguez, to explain the bill.
Witnesses testifying and registering on the bill are
shown on the attached list.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Davis moved that HB 2002 be left pending to
await a quorum; without objection, it was so ordered.
There being no further business, at 10:09 AM Senator
Davis moved that the Committee stand recessed until after adjournment of the
Senate. Without objection, it was so ordered.
Pursuant to the suspension of Senate Rule 11.10 and
11.18, at 4:48 PM at Senator Lucio’s Desk Senator Lucio, Jr. reconvened the
meeting. There being a quorum present, the following business was transacted:
Senator Davis moved adoption of the minutes from the
previous hearings held on May 2, 2011, and May 4, 2011; without objection, it
was so ordered.
The chair laid out as a matter of pending business
HB 1254 and Senator Rodriguez was recognized for a motion.
Senator Rodriguez moved that HB 1254 be reported
favorably to the Senate with the recommendation that it do pass and be printed.
The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting,
and 2 absent.
Senator Rodriguez moved that the bill be recommended
for placement on the Local & Uncontested Calendar; without objection, it
was so ordered.
The chair laid out as a matter of pending business

Senator Rodriguez moved that HB 2002 be reported
favorably to the Senate with the recommendation that it do pass and be printed.
