Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on
International Relations & Trade was held on Monday, April 18, 2011, in the
Capitol Extension, Room E1.016, at Austin, Texas.

Senator Davis called the meeting to order at 10:03
AM. The following business was transacted:
The chair laid out HB 699 and recognized Senator
Rodriguez, in the absence of the Senate sponsor, to explain the bill.
Senator Rodriguez sent up a committee substitute;
the chair recognized Senator Rodriguez to explain the difference between the
committee substitute and the senate bill as filed.
The chair left HB 699 pending the arrival of a
quorum.
The chair laid out SB 1461 and recognized Senator
Rodriguez, in the absence of the author, to explain the bill.
Senator Rodriguez sent up a committee substitute;
the chair recognized Senator Rodriguez to explain the difference between the
committee substitute and the senate bill as filed.
Witnesses testifying and registering on the bill are
shown on the attached list.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
The chair left SB 1461 pending the arrival of a
quorum.
The chair laid out SB 1816 and recognized the
author, Senator Zaffirini, to explain the bill.
Senator Rodriguez sent up a committee substitute;
the chair recognized Senator Zaffirini to explain the difference between the
committee substitute and the senate bill as filed.
Witnesses testifying and registering on the bill are
shown on the attached list.
The chair left SB 1816 pending the arrival of a
quorum.
Upon the arrival of Senator Lucio, Jr. and Senator
Gallegos, Jr. a quorum was established and the following business was
transacted:
At 10:35 AM Senator Lucio, Jr. resumed the chair.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
Senator Davis moved adoption of the minutes from the
previous hearings held on April 4, 2011, and April 11, 2011; without objection,
it was so ordered.
Upon the arrival of a quorum and as a matter of
pending business, the chair laid out HB 699.
Senator Rodriguez sent up a committee substitute;
Senator Davis moved adoption of the committee substitute; without objection, it
was so ordered.
As a matter of pending business the chair laid out
SB 1816.
Senator Rodriguez sent up a committee substitute;
Senator Rodriguez moved adoption of the committee substitute; without
objection, it was so ordered.
Senator Lucio, Jr. moved that the committee
substitute for HB 699 be left pending; without objection, it was so ordered.
Senator Lucio, Jr. moved that the committee
substitute for SB 1816 be left pending; without objection, it was so ordered.
There was no action taken for the following bill(s):
SB 1809 and SB 965.
There being no further business, at 10:50 AM Senator
Lucio, Jr. moved that the Committee be adjourned. Without objection, it was so
ordered.
