Pursuant to a notice posted in accordance with
Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on
International Relations & Trade was held on Monday, April 4, 2011, in the
Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 10:10 AM.
There being a quorum present, the following business was transacted:
At 10:11 AM Senator Rodriguez assumed the chair.
The chair laid out SB 1363 and recognized the
author, Senator Lucio, to explain the bill.
Senator Lucio sent up the committee substitute for
SB 1363 and was recognized to explain the differences between the substitute
and the bill as filed.
Witnesses testifying and registering on the bill are
shown on the attached list.
The chair moved that the public testimony be closed;
without objection, it was so ordered.
The chair left SB 1363 pending.
At 10:23 AM Senator Lucio, Jr. resumed the chair.
Senator Fraser moved adoption of the minutes from
the previous hearing held on March 28, 2011; without objection, it was so
ordered.

author, Senator Lucio, to explain the bill.

was so ordered.
There being no further business, at 6:55 PM Senator
Lucio, Jr. moved that the Committee stand recessed subject to the call of the
