R E S O L U T I O N
 
         WHEREAS, The city of Stafford has greatly benefited from the
  dedicated leadership of the Honorable Leonard Scarcella, who has
  ably served his fellow citizens as mayor for the past 42 years; and
         WHEREAS, First elected in 1969, Mayor Scarcella has guided
  the city through such challenges as the creation and implementation
  of the Stafford Municipal School District, the only municipal
  school district in the state; other achievements during his tenure
  include the elimination of the city property tax, the planning and
  development of the Stafford Centre, and the construction of a
  state-of-the-art science and technology center for Houston
  Community College on the Stafford Campus; and
         WHEREAS, Mayor Scarcella has also played a key role in
  fostering business development, and Stafford today boasts one of
  the strongest and most diverse economies in the state; with an eye
  to the future, he continues to promote the strengthening of zoning
  and building standards, the development of a commuter rail
  partnership with neighboring cities, and other forward-looking
  initiatives; and
         WHEREAS, Over more than four decades, Mayor Scarcella has led
  Stafford with vision, skill, and a steadfast commitment to
  excellence, and he may take justifiable pride in his exemplary
  record of achievement; now, therefore, be it
         RESOLVED, That the House of Representatives of the 82nd Texas
  Legislature hereby honor Leonard Scarcella for his exceptional
  service as mayor of Stafford and extend to him sincere best wishes
  for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mayor Scarcella as an expression of high regard by the
  Texas House of Representatives.
