Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on State Affairs was held on Tuesday, May 11, 2010, in the Senate Chamber.

The chair called the meeting to order at 9:12 a.m. The following business was transacted:
The committee heard invited and public testimony on Interim Charge 5: Study how increased out-of-pocket costs for medications and treatment impact consumers' compliance with health care recommendations and how that response impacts overall health care costs. Review available research into value design programs.
The chair moved that the public testimony be closed; without objection, it was so ordered. Witnesses testifying and registering on the bill are shown on the attached list.
At 11:05 a.m. Senator Duncan moved that the committee stand recessed until 11:10 a.m; without objection, it was so ordered. At 11:15 a.m. the committee reconvened.
The committee heard invited and public testimony on Interim Charge 13: Study the Public Information Act and the Open Meetings Act to ensure that government continues to operate in a way that is open and transparent. The study should consider how advances in technology and the emergence of various forms of social media (e.g. Facebook, MySpace, Twitter) have affected communications by and within governmental bodies.
Senator Deuell assumed the chair.
Senator Duncan resumed the chair.
The chair moved that the public testimony be closed; without objection, it was so ordered. Witnesses testifying and registering on the bill are shown on the attached list.
There being no further business, at 2:05 p.m. Senator Duncan moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
