Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Agriculture & Rural Affairs was held on Monday, April 19, 2010, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 9:02 a.m.  There being a quorum present, the following business was transacted: 

 

The chair made opening remarks, including the announcement that the next committee interim hearing is scheduled for Monday, May 24, 2010. 

 

The chair laid out committee rules.  Senator Hegar moved that the rules be adopted.  With no objections, the committee rules were adopted.

 

The committee heard invited testimony on part of Interim Charge 5, to monitor the establishment of the Texas Bioenergy Policy Council and the Texas Bioenergy Research Committee.

 

Witnesses testifying and registering are shown on the attached list.

 

The committee heard invited testimony on Charge 1, to study and make recommendations on new and innovative ways to increase investment, employment and production in Texas agriculture.

 

Witnesses testifying and registering are shown on the attached list.

 

The committee heard invited and public testimony on Charge 4, to study and make recommendations on the impact of feral hogs and other predators that hamper development of Texas agriculture.

At 11:53 a.m. Senator Estes moved that the committee stand recessed until subject to call of the chair.  Without objection, it was so ordered.
