Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Administration was held on Monday, May 11, 2009, in the E1.714.

Senator Uresti, the acting chair, called the meeting to order at 9:19 a.m. There being a quorum present, the following business was transacted:
Senator Uresti moved that the Committee stand at ease.
At 9:25 a.m., the Committee reconvened and Senator Williams assumed the chair. Senator Williams moved that the committee will stand at ease until 10:30 a.m.
At 10:30 a.m., the Committee reconvened.
Local & Uncontested Calendar
The chair laid out the list of bills recommended for placement on the Local and Uncontested Calendar to be held on May 14, 2009, at 7:00 a.m. Lara Wendler, on behalf of Senator Whitmire, testified on SB 1744. The following bills were removed from the list: HB 559, HB 652, HB 875, HB 2560, HB 2569, SB 1338, SB 1645, SB 1723 and SB 2214. Senator Uresti moved that, with the exception of the bills previously listed, the bills on the recommended list be certified for placement on the Local and Uncontested Calendar; without objection, it was so ordered.
There being no further business, at 10:49 a.m. Senator Williams moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
Pursuant to a suspension of Senate Rules 11.10 and 11.18, a public hearing of the Senate Committee on Administration reconvened at Senator William's desk upon adjournment of the Senate.

The chair called the meeting to order at 4:13 p.m. There being a quorum present, the following business was transacted:
SCR 67
The chair laid out as a matter of pending business SCR 67. Senator Wentworth moved that SCR 67 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent. Senator Wentworth moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
Senator Shapiro assumed the chair.

The chair laid out as a matter of pending business HCR 57 and recognized the Senate sponsor, Senator Williams, to explain the bill. Senator Williams moved that HCR 57 be reported favorably to the Senate with the recommendation that it do pass and be printed. Senator Wentworth moved adoption of the committee substitute; without objection, it was so ordered. Senator Wentworth moved that HB 4114 do not pass but that CSHB 4114 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent. Senator Wentworth moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
