Amend CSHB 1090 (House Committee Printing) as follows:                       
	(1) In SECTION 1 of the bill, proposed Section 22.005, 
Agriculture Code, between "AMOUNT." and "The" (page 7, line 12), 
insert "(a)".
	(2) In SECTION 1 of the bill, at the end of proposed Section 
22.005, Agriculture Code (page 7, between lines 15 and 16), insert 
the following:
	(b) During each state fiscal year, the department may not pay 
to an operator of a facility as reimbursements under Section 22.003 
or grants under Section 22.006 an amount that exceeds 20 percent of 
the total amount of the reimbursements or grants to operators of 
facilities under those sections during that state fiscal year.
