         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Health &  
         Human Services was held on Thursday, February 3, 2005, in the  
         Senate Chamber at Austin, Texas.

         The Chair called the meeting to order at 9:05 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator Zaffirini moved that the minutes from the previous  
         hearing be approved; without objection, the minutes were  
         approved by unanimous consent. 
          
         At 9:06 a.m., Senator Carona assumed the chair. 
          
         The Chair laid out Senate Bill 6 and recognized the author,  
         Senator Nelson, to explain the bill.   
          
         Senator Nelson sent up a proposed committee substitute; the  
         Chair recognized Senator Nelson to explain the difference  
         between the committee substitute and the bill as filed.   
          
         The Chair opened the floor to invited testimony.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.   
          
         At 9:35 a.m., Senator Janek assumed the chair. 
          
         At 9:46 a.m., The Chair announced that the Committee would stand  
         in recess until 30 minutes upon adjournment of the Senate. 
  
         At 11:25 a.m., the Committee reconvened.   
          
         At 11:26 a.m., Senator West assumed the chair.  
          
         Invited testimony resumed. 
          
         At 11:40 a.m., Senator Armbrister assumed the chair. 
          
         At 12:00 p.m., Senator Janek assumed the chair. 
          
         At 1:13 p.m, the Chair closed invited testimony. 
          
         The Chair announced that Senate Bill 6 would be left pending. 
          
         At 1:14 p.m., Senator Nelson resumed the chair. 
          
         There being no further business, at 1:15 p.m. the Chair moved  
         that the Committee stand recessed until 9 a.m. Tuesday, February  
         8; without objection, it was so ordered.
