Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Criminal
Justice was held on Wednesday, April 20, 2005, in the Capitol
Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 1:40 p.m. There being
a quorum present, the following business was transacted:
The chair laid out SB 1582 and recognized the author, Senator
Zaffirini, to explain the bill. Senator Ellis sent up a
committee substitute and recognized the author, Senator
Zaffirini, to explain the difference between the substitute and
the bill as filed.
Witnesses testifying and registering on the bill are shown on
the attached list. The chair moved that the public testimony be
closed; without objection, it was so ordered.
At Senator Whitmire's request, the committee substitute was left
pending.
The chair laid out SB 1507 and recognized the author, Senator
Hinojosa, to explain the bill. Senator Hinojosa sent up a
committee substitute and was recognized to explain the
difference between the substitute and the bill as filed.
There were no witness cards on this bill.
At Senator Hinojosa's request, the committee substitute was left
pending.
The chair laid out SB 1503 and recognized the author, Senator
West, to explain the bill. Senator Ellis sent up a committee
substitute and recognized the author, Senator West, to explain
the difference between the substitute and the bill as filed.

closed; without objection, it was so ordered.

Senator Seliger assumed the chair.
The chair laid out SB 1266 and recognized the author, Senator
Whitmire, to explain the bill. Senator Whitmire sent up a
committee substitute and was recognized to explain the
difference between the substitute and the bill as filed.

the attached list. The chair moved that the public testimony be
closed; without objection, it was so ordered.
At Senator Whitmire's request, the committee substitute was left
pending.
Senator Whitmire resumed the chair.
There being no further business, Senator Whitmire moved that the
Committee stand recessed subject to the call of the chair.
