         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Thursday, July 27, 2006, in the Capitol Extension,  
         Room E1.036, at Austin, Texas.

         The chair called the meeting to order at 9:13 a.m.  The  
         following business was transacted:   
          
         The Committee heard invited and public testimony on Interim  
         Charge No. 7 relating to health insurance mandates.  Witnesses  
         registering and testifying on Charge No. 7 are shown on the  
         attached witness list. 
          
         The chair closed public testimony on Charge No. 7. 
          
         At 12:05 p.m. Senator Duncan moved that the Committee stand  
         recessed until 12:10 p.m; without objection, it was so ordered.   
         At 12:13 p.m. the Committee reconvened.   
          
         The Committee heard invited and public testimony on Interim  
         Charge No. 11 relating to limiting liability for non-profits  
         involved in the privatization of child welfare services.   
         Witnesses registering and testifying on Charge No. 11 are shown  
         on the attached witness list. 
          
         The chair closed public testimony on Charge No. 11. 
          
         There being no further business, at 2:18 p.m. Senator Duncan  
         moved that the Committee stand recessed subject to the call of  
  
         the chair.  Without objection, it was so ordered.
