         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Wednesday, July 26, 2006, in the Capitol Extension,  
         Room E1.036, at Austin, Texas.

         The chair called the meeting to order at 9:03 a.m.  There being  
         a quorum present, the following business was transacted:  
          
         The Committee heard invited and public testimony on Interim  
         Charge No. 9 relating to the costs of emergency medical  
         services.  Witnesses registering and testifying on Charge No. 9  
         are shown on the attached Witness List. 
          
         The chair closed public testimony on Interim Charge No. 9. 
          
         The Committee heard invited and public testimony on Interim  
         Charge No. 5 relating to health care plan management.  Witnesses  
         registering and testifying on Charge No. 5 are shown on the  
         attached Witness List. 
          
         At 10:55 a.m. Senator Fraser assumed the chair.  At 10:59 a.m.  
         Senator Duncan resumed the chair.   
          
         At 12:35 p.m. Senator Duncan moved that the Committee stand  
         recessed until 1:15 p.m; without objection, it was so ordered.   
          
         At 1:27 p.m. the Committee reconvened.   
          
         At 3:57 a.m. Senator Lucio, Jr. assumed the chair.  At 4:00 p.m.  
         Senator Duncan resumed the chair.   
  
         The chair closed public testimony on Interim Charge No. 5. 
          
         There being no further business, at 5:42 p.m. Senator Duncan  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
