         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Friday, May 20, 2005, in the Senate Chamber at  
         Austin, Texas.

         The chair called the meeting to order at 10:45 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out pending business HJR 6 and recognized the  
         senate sponsor, Senator Staples to explain the bill.  Senator  
         Ellis sent up Committee Amendment 1 and was recognized to  
         explain the amendment.  Senator Ellis withdrew Committee  
         Amendment 1.  Senator Ellis sent up Committee Amendment 2 and  
         was recognized to explain the amendment.  Senator Ellis withdrew  
         Committee Amendment 2. Senator Ellis sent up Committee Amendment  
         3 and was recognized to explain the amendment.  Senator Ellis  
         withdrew Committee Amendment 3. Senator Ellis sent up Committee  
         Amendment 4 and was recognized to explain the amendment.   
         Senator Ellis withdrew Committee Amendment 4.  Senator Williams  
         moved that HJR 6 be reported to the full senate with the  
         recommendation that it do pass and be printed.  The motion was  
         adopted with a vote of 6 ayes, 2 nays, 0 present not voting, and  
         1 absent.  
          
         There being no further business to come before the committee,  
         the Senate Committee on State Affairs adjourned Sine Die.
