Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on International
Relations & Trade was held on Thursday, May 5, 2005, in the
Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:06 a.m. The
following business was transacted:
At 9:08 a.m. Senator Shapleigh assumed the chair.
The chair laid out HB 775 and recognized the Senate sponsor,
Senator Lucio, Jr., to explain the bill. Witnesses testifying
and registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Lucio, Jr. moved that HB
775 be left pending to await a quorum; without objection, it was
so ordered.
At 9:15 a.m. Senator Lucio, Jr. resumed the chair.
The chair laid out SB 1744 and recognized the author, Senator
Shapleigh, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Lucio, Jr. moved that SB

Senator Lucio announced during the morning's hearing that the
Committee on International Relations and Trade would meet upon
adjournment in the Senate Chamber to take action on pending
bills.
At 9:31 a.m. Senator Lucio, Jr. moved that the committee stand
recessed until after adjournment of the Senate; without
objection, it was so ordered.
Upon suspension of Senate posting rules 11.10 and 11.18, at 1:00
p.m. the committee reconvened at Senator Lucio's desk.

Senator Eltife moved adoption of the minutes from the previous
hearing held on April 27, 2005; without objection, it was so
ordered.
Senator Shapleigh moved that SB 1744 be reported favorably to
the Senate with the recommendation that it do pass and be
printed. The motion carried with a record vote of 6 ayes, 1
nay, 0 present not voting, and 0 absent.
At 1:02 p.m. Senator Shapleigh assumed the chair.
Senator Lucio, Jr. moved that HB 775 be reported favorably to
the Senate with the recommendation that it do pass and be
printed. The motion carried with a record vote of 7 ayes, 0
nay, 0 present not voting, and 0 absent. Senator Lucio, Jr.
moved that the bill be recommended for placement on the Local &
Uncontested Calendar; without objection, it was so ordered.
Senator Lucio, Jr. moved that HCR 13 be reported favorably to

Senator Shapleigh sent up a committee substitute for HB 1924;
the chair recognized Senator Shapleigh to explain the difference
between the committee substitute and the bill as filed. Senator
Shapleigh moved adoption of the committee substitute; without
objection, it was so ordered. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered.
Senator Shapleigh moved that HB 1924 do not pass but that CSHB
1924 be reported back to the Senate with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 4 ayes, 3 nays, 0 present not voting, and 0 absent.
At 1:10 p.m. Senator Shapleigh assumed the chair.
The chair laid out SB 1737 and recognized the author, Senator
Lucio, Jr., to explain the bill. Senator Lucio, Jr. sent up
Committee Amendment 1 and moved adoption; without objection, the
amendment was adopted. Senator Lucio, Jr. requested unanimous
consent to incorporate amendment into the committee substitute;
without objection, it was so ordered.
Senator Lucio, Jr. then moved that the new committee substitute
be adopted; without objection, it was so ordered. Senator
Lucio, Jr. moved that SB 1737 do not pass but that CSSB 1737 be
reported back to the Senate with the recommendation that it do
pass and be printed. The motion carried with a record vote of 7
ayes, 0 nay, 0 present not voting, and 0 absent. Senator
Lucio, Jr. moved that the bill be recommended for placement on
the Local & Uncontested Calendar; without objection, it was so
ordered.
At 1:14 p.m. Senator Lucio, Jr. resumed the chair.
There being no further business, at 1:15 p.m. Senator Shapleigh
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
