Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on International
Relations & Trade was held on Wednesday, April 6, 2005, in the
Senate Chamber at Austin, Texas.

The chair called the meeting to order at 3:17 p.m. There being
a quorum present, the following business was transacted:
At 3:18 p.m. Senator Shapleigh assumed the chair.
The following members arrived after the roll was called:
Senator Judith Zaffirini
Senator Zaffirini moved adoption of the minutes from the
previous hearing held on March 30, 2005; without objection, it
was so ordered.
The chair laid out SB 1500 and recognized the author, Senator
Lucio, Jr., to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.
At 3:26 p.m. Senator Zaffirini assumed the chair.
The chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Zaffirini moved that SB
1500 be left pending to await a quorum; without objection, it
was so ordered.
The chair laid out SB 1737 and recognized the author, Senator
Lucio, Jr., to explain the bill. Senator Lucio, Jr. sent up
Committee Amendment 1 and explained the amendment. Witnesses
testifying and registering on the bill are shown on the attached
list. The chair moved that the public testimony be closed;
without objection, it was so ordered. Senator Zaffirni moved
that SB 1737 and Committee Amendment 1 be left pending to await
a quorum; without objection, it was so ordered.
The chair laid out SB 1202 and recognized the author, Senator
Lucio, Jr., to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Zaffirini moved that SB
1202 be left pending to await a quorum; without objection, it
was so ordered.
At 3:41 p.m. Senator Lucio, Jr. resumed the chair.
The chair laid out SB 827 and recognized the author, Senator
Zaffirini, to explain the bill. Senator Zaffirini sent up a
committee substitute; the chair recognized Senator Zaffirini to
explain the difference between the committee substitute and the
bill as filed. Witnesses testifying and registering on the bill
are shown on the attached list. The chair moved that the public
testimony be closed; without objection, it was so ordered.
Senator Zaffirini moved that SB 827 be left pending; without
objection, it was so ordered.
There being no further business, at 3:50 p.m. Senator Lucio, Jr.
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
