Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on International
Relations & Trade was held on Wednesday, March 16, 2005, in the
Senate Chamber at Austin, Texas.

The chair called the meeting to order at 1:49 p.m. There being
a quorum present, the following business was transacted:
Senator Shapleigh moved adoption of the minutes from the
previous hearings held on March 9, 2005, and March 10, 2005;
without objection, it was so ordered.
At 2:00 p.m. Senator Shapleigh assumed the chair.
The chair laid out SB 229 and recognized the author, Senator
Lucio, Jr., to explain the bill. Senator Lucio, Jr. sent up
Committee Amendment 1 and moved adoption; without objection, the
amendment was adopted. Witnesses testifying and registering on
the bill are shown on the attached list. The chair moved that
the public testimony be closed; without objection, it was so
ordered. Senator Lucio, Jr. moved that SB 229 be left pending
to await a quorum; without objection, it was so ordered.
The chair laid out SB 183 and recognized the author, Senator
Lucio, Jr., to explain the bill. Senator Lucio, Jr. sent up a
committee substitute; the chair recognized Senator Lucio, Jr. to
explain the difference between the committee substitute and the
bill as filed.
At 2:37 p.m. the committee stood at ease by order of the chair.
At 3:42 p.m. Senator Lucio, Jr. resumed the chair.
At 3:42 p.m. the committee reconvened.
At 3:42 p.m. Senator Shapleigh assumed the chair.
Senator Lucio, Jr. moved adoption of the committee substitute;
without objection, it was so ordered. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered.
Senator Lucio, Jr. moved that SB 183 do not pass but that CSSB
183 be reported back to the Senate with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 6 ayes, 0 nay, present not voting, and 1 absent.
Senator Lucio, Jr. moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
The chair laid out SB 229 and recognized the author, Senator
Lucio, Jr., to explain the bill. Senator Lucio, Jr. sent up
Committee Amendment 1 and moved adoption; without objection, the
amendment was adopted.
Senator Lucio, Jr. requested unanimous consent to incorporate
amendments into the committee substitute; without objection, it
was so ordered. Senator Lucio, Jr. then moved that the new
committee substitute be adopted; without objection, it was so
ordered.
Senator Lucio, Jr. moved that SB 229 do not pass but that CSSB
229 be reported back to the Senate with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 5 ayes, 1 nay, 0 present not voting, and 1 absent.
The chair laid out SB 185 and recognized the author, Senator
Lucio, Jr., to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Lucio, Jr. sent up
Committee Amendment 1 and moved adoption; without objection, the
amendment was adopted.
Senator Lucio, Jr. requested unanimous consent to roll the
amendments into a committee substitute; without objection, it
was so ordered. Senator Lucio, Jr. then moved that the
committee substitute be adopted; without objection, it was so
ordered. Senator Lucio, Jr. moved that SB 185 do not pass but
that CSSB 185 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 4 ayes, 1 nay, 0 present not
voting, and 2 absent.
At 4:04 p.m. Senator Lucio, Jr. resumed the chair.
There being no further business, at 4:05 p.m. the Committee
stood recessed subject to the call of the chair.
