Pursuant to suspension of Senate Rule 11.18, a public hearing of
the Senate Committee on International Relations & Trade was held
on Thursday, March 10, 2005, in the Senator Lucio's Desk at
Austin, Texas.

The chair called the meeting to order at 11:03 a.m. There being
a quorum present, the following business was transacted:
The chair laid out SB 293 and recognized the author, Senator
Zaffirini, to explain the bill.
Senator Zaffirini moved that SB 293 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a record vote of 6 ayes, 1 nay, 0
present not voting, and 0 absent.
The chair laid out SB 569 and recognized the author, Senator
Zaffirini, to explain the bill.
Senator Zaffirini moved that SB 569 be reported favorably to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a record vote of 6 ayes, 1 nay, 0
present not voting, and 0 absent.
Senator Estes moved to reconsider the vote by which the
Committee Substitute for Senate Bill 684, which was adopted and
reported to the full Senate in the public hearing held on March
9. Without objection, it was so ordered.
At 11:06 a.m. Senator Shapleigh assumed the chair.
The chair laid out SB 684 and recognized the author, Senator
Lucio, Jr., to explain the bill. Senator Lucio, Jr. sent up a
committee substitute; the chair recognized Senator Lucio to
explain the difference between the committee substitute and the
bill as filed.
Senator Zaffirini moved that SB 684 do not pass but that CSSB
684 be reported back to the Senate with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 7 ayes, 0 nay, 0 present not voting, and 0 absent.
Senator Lucio, Jr. moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
At 11:10 a.m. Senator Lucio, Jr. resumed the chair.
There being no further business, at 11:10 a.m. Senator Lucio,
Jr. moved that the Committee stand recessed subject to the call
of the chair. Without objection, it was so ordered.
