Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Finance was
held on Monday, April 24, 2006, in the Capitol Extension, Room
E1.036, at Austin, Texas.

The chair called the meeting to order at 10:34 a.m. There being
a quorum present, the following business was transacted:
The chair laid out SJR 9 and recognized the author, Senator
Barrientos, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list. The chair moved that the public testimony be
closed; without objection, it was so ordered. Senator Ogden
moved that SJR 9 be left pending; without objection, it was so
ordered.
The chair laid out SB 17 and recognized the author, Senator
Barrientos, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Ogden moved that SB 17 be
left pending; without objection, it was so ordered.
The chair laid out SJR 8 and recognized the author, Senator
Janek, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Ogden moved that SJR 8 be
left pending; without objection, it was so ordered.
The chair laid out SJR 10 and recognized the author, Senator
Shapiro, to explain the bill. No public testimony was taken on
the bill. At the request of the author, Senator Ogden moved
that SJR 10 be left pending; without objection, it was so
ordered.
Senator Zaffirini assumed the chair.
The chair laid out SB 16 and recognized the author, Senator
Ogden, to explain the bill. Senator Ogden sent up a committee
substitute; the chair recognized Senator Ogden to explain the
difference between the committee substitute and the bill as
filed. Witnesses testifying and registering on the bill are
shown on the attached list. The chair moved that the public
testimony be closed; without objection, it was so ordered.
Senator Ogden moved that SB 16 be left pending; without
objection, it was so ordered.
Senator Ogden resumed the chair.
The chair laid out SB 13 and recognized the author, Senator
Duncan, to explain the bill. Senator Duncan sent up a committee
substitute; the chair recognized Senator Duncan to explain the
difference between the committee substitute and the bill as
filed. Witnesses testifying and registering on the bill are
shown on the attached list. The chair moved that the public
testimony be closed; without objection, it was so ordered.
Senator Ogden moved that SB 13 be left pending; without
objection, it was so ordered.
Senator Zaffirini assumed the chair.
The chair laid out SB 15 and recognized the author, Senator
Ogden, to explain the bill. Senator Ogden moved that SB 15 be
left pending; without objection, it was so ordered.
Senator Ogden resumed the chair.
There being no further business, at 1:36 p.m. Senator Ogden
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
