Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Finance was
held on Thursday, August 4, 2005, in the Capitol Extension, Room
E1.036, at Austin, Texas.

The chair called the meeting to order at 4:31 p.m. There being
a quorum present, the following business was transacted:
The chair laid out SJR 4 and recognized the author, Senator
Janek, to explain the bill. Senator Janek sent up a committee
substitute; the chair recognized Senator Janek to explain the
difference between the committee substitute and the bill as
filed. Senator Janek moved adoption of the committee
substitute; without objection, it was so ordered. Witnesses
testifying and registering on the bill are shown on the attached
list. The chair moved that the public testimony be closed;
without objection, it was so ordered. Senator Janek moved that
SJR 4 do not pass but that CSSJR 4 be reported back to the
Senate with the recommendation that it do pass and be printed.
Senator Ogden moved to leave the vote open; without objection,
it was so ordered. Senator Barrientos requested unanimous
consent to be shown voting aye; without objection, it was so
ordered. The final motion carried with a record vote of 8 ayes,
2 nays, 0 present not voting, and 5 absent.
Senator Barrientos assumed the chair.
The posting rule, Senate Rule 11.18, was suspended to hear the
following bill(s): SJR 10 and SJR 11.
The chair laid out SJR 11 and recognized the author, Senator
Ogden, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Ogden moved that SJR 11
be reported favorably to the Senate with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 10 ayes, 1 nay, 0 present not voting, and 4 absent.
Senator Ogden resumed the chair.
The chair laid out SJR 7 and recognized the author, Senator
Wentworth, to explain the bill. Senator Williams sent up
Committee Amendment 1 and moved adoption; without objection, the
amendment was adopted. Witnesses testifying and registering on
the bill are shown on the attached list. The chair moved that
the public testimony be closed; without objection, it was so
ordered.

Barrientos, to explain the bill. Witnesses testifying and

Senator Williams requested unanimous consent to roll the
amendment for SJR 7 into a committee substitute; without
objection, it was so ordered. Senator Williams then moved that
the committee substitute be adopted; without objection, it was
so ordered. Senator Williams moved that SJR 7 do not pass but
that CSSJR 7 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 11 ayes, 0 nay, 0 present not
voting, and 4 absent. Senator Shapiro and Senator Staples
requested unanimous consent to be shown voting aye; without
objection, it was so ordered.
Senator Barrientos moved that SJR 8 be reported favorably to the
Senate with the recommendation that it do pass and be printed.

present not voting, and 5 absent. Senator Shapiro requested
unanimous consent to be shown voting aye; without objection, it
was so ordered.

moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
