         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Standing Senate Subcommittee on  
         Higher Education was held on Thursday, August 24, 2006, in the  
         Capitol Extension, Room E1.016, at Austin, Texas.

         The chair called the meeting to order at 1:38 p.m.  The  
         following business was transacted:   
          
         Senator West made opening remarks. 
          
         Witnesses testifying and registering on Interim Charge #5 are  
         shown on the attached list.   
          
         There being a quorum present at 2:44 p.m., the clerk called the  
         roll. 
          
         Senator Zaffirini moved adoption of the minutes from the  
         previous hearing held on April 24, 2006; without objection, it  
         was so ordered.   
          
         Senator Janek moved adoption of the minutes from the previous  
         hearing held on June 29, 2006; without objection, it was so  
         ordered. 
            
         The chair moved that the public testimony be closed; without  
         objection, it was so ordered.   
          
         There being no further business, at 4:34 p.m. Senator West moved  
         that the Committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
