         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Subcommittee on Higher  
         Education was held on Monday, April 24, 2006, in the Betty King  
         Committee Hearing Room, 2E.20, at Austin, Texas.

         The chair called the meeting to order at 3:00 p.m.  The  
         following business was transacted:   
          
         Senator West made opening remarks. 
          
         Witnesses testifying and registering on the "State Auditor's  
         Report on the Reasonableness and Results of the Tuition  
         Increases Implemented by Four Higher Education Institutions in  
         the 2004-2005 Biennium" are shown on the attached list.   
          
         A quorum was present at 3:10 p.m., the clerk called the roll. 
          
         Senator Staples moved that the Subcommittee Rules be adopted.   
         There being no objection, the Subcommittee Rules were adopted. 
          
         At 4:24 p.m. Senator Van de Putte assumed the chair.   
          
         At 4:26 p.m. Senator West resumed the chair.   
          
         Witnesses testifying and registering on "Interim Charge #2" are  
         shown on the attached list.   
          
         At 4:44 p.m. Senator Janek assumed the chair.   
          
         Witnesses (public testimony) testifying and registering are  
         shown on the attached list.   
          
         There being no further business, at 4:56 p.m. Senator Janek  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
