Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Standing Senate Subcommittee on
Higher Education was held on Thursday, May 19, 2005, in the
Capitol Extension, Room E1.028, at Austin, Texas.

The posting rule, Senate Rule 11.18, was suspended to hear the
following bill(s): HB 2806.
The chair called the meeting to order at 3:02 p.m. The
following business was transacted:
The chair laid out HB 1172 and recognized the Senate sponsor,
Senator Zaffirini, to explain the bill. The chair opened public
testimony; there being no witness cards, public testimony was
closed. Senator West moved that HB 1172 be left pending to
await a quorum; without objection, it was so ordered.
The chair laid out HB 1412 and recognized the Senate sponsor,
Senator Shapleigh, to explain the bill. The chair opened public
testimony; there being no witness cards, public testimony was
closed. Senator West moved that HB 1412 be left pending to
await a quorum; without objection, it was so ordered.
The chair laid out HB 2212 and recognized the Senate sponsor,
Senator Shapleigh, to explain the bill. The chair opened public
testimony; there being no witness cards, public testimony was
closed. Senator West moved that HB 2212 be left pending to
await a quorum; without objection, it was so ordered.
At 3:13 p.m. Senator Janek assumed the chair.

Full Committee with the recommendation that it do pass and be
printed. The motion carried with a record vote of 4 ayes, 0
nay, 0 present not voting, and 2 absent.
Senator Averitt moved that HB 1412 be reported favorably to the
Full Committee with the recommendation that it do pass and be
printed. The motion carried with a record vote of 4 ayes, 0
nay, 0 present not voting, and 2 absent.
Senator Averitt moved that HB 2212 be reported favorably to the
Full Committee with the recommendation that it do pass and be
printed. The motion carried with a record vote of 4 ayes, 0
nay, 0 present not voting, and 2 absent.
At 4:22 p.m. Senator Averitt assumed the chair.

Full Committee with the recommendation that it do pass and be
printed. The motion carried with a record vote of 4 ayes, 0

At 4:23 p.m. Senator West resumed the chair.
There being no further business, at 4:24 p.m. Senator West moved
that the Committee be adjourned. Without objection, it was so
