         Pursuant to suspension of Senate Rule 11.18, a public hearing of  
         the Standing Senate Subcommittee on Higher Education was held on  
         Wednesday, March 16, 2005, in the Senate Chamber at Austin,  
         Texas.

         The posting rule, Senate Rule 11.18, was suspended to hear the  
         following bill(s): SB 730. 
          
         The chair called the meeting to order at 12:05 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         At 12:05 p.m. Senator Zaffirini assumed the chair.   
          
         The chair laid out CSSB 730 and recognized the author, Senator  
         West, to explain the bill.  Senator West moved that SB 730 do  
         not pass but that CSSB 730 be reported back to the Full  
         Committee with the recommendation that it do pass and be  
         printed.  The motion carried with a record vote of 4 ayes, 0  
         nay, 0 present not voting, and 2 absent.   
          
         At 12:07 p.m. Senator West resumed the chair.   
          
         There being no further business, at 12:07 p.m. Senator West  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
