         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Standing Senate Subcommittee on  
         Higher Education was held on Monday, February 7, 2005, in the  
         Betty King Committee Hearing Room, 2E.20, at Austin, Texas.

         The chair called the meeting to order at 2:14 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator Staples moved adoption of the committee rules, without  
         objection, the rules were adopted. 
          
         The chair welcomed members to the committee and made opening  
         remarks.  
          
         Witnesses testifying and registering on the Overview of Higher  
         Education issues before the 79th Legislature are shown on the  
         attached list.  The chair moved that the public testimony be  
         closed; without objection, it was so ordered.   
          
         There being no further business, at 4:11 p.m. Senator West moved  
         that the Committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
